New Michigan EV Charging Grant Offers Up to $300K for Multifamily Projects

Electric vehicle (EV) drivers in Michigan’s multifamily residences can now look forward to a powerful new incentive designed to make home charging more accessible, equitable, and affordable. The Michigan Department of Environment, Great Lakes, and Energy (EGLE) has launched the Clean Fuel & Charging Infrastructure Program, a game-changing grant opportunity aimed at accelerating the deployment of Level 2 AC EV charging stations at multifamily housing units across the state.

Whether you’re a property owner, developer, or housing authority, this program offers a unique opportunity to future-proof your property, support Michigan’s climate goals, and provide residents with convenient at-home EV charging.

What’s the Incentive?

Through this program, EGLE is offering up to $300,000 per project in grant funding, with $5 million available overall. The program supports the full cost of deploying non-public Level 2 EV charging infrastructure at multifamily properties—including make-ready upgrades, charger hardware, installation, maintenance contracts, and networking services.

Best of all? No cost match is required for projects located in environmental justice communities, as identified using the EPA’s EJScreen tool. For all other applicants, a 30% cost match is required.

Why This Matters for Multifamily Housing

Multifamily housing has traditionally lagged behind in EV charger adoption due to logistical and cost barriers. This new funding helps remove those hurdles by supporting installations that directly benefit tenants with long-dwell, overnight charging solutions—the most convenient and cost-effective way to charge.

The program prioritizes:

  • Equitable access to at-home EV charging,
  • GHG emissions reduction and transportation electrification,
  • Economic development and job creation through clean energy projects,
  • Alignment with the MI Healthy Climate Plan and MI Future Mobility Plan.

Key Requirements and Features

Applicants must install Level 2 AC chargers with at least 6kW of power per port, certified by a Nationally Recognized Testing Laboratory (NRTL). Installations should include:

  • Accessible reporting mechanisms for outages and issues.
  • Physical safety features like lighting.
  • Cybersecurity protections for user data.
  • Signage and visibility.
  • A minimum 97% uptime guarantee, calculated monthly over 12 months.
  • All chargers must be reserved for private use by residents of multifamily units and not available to the public.

Eligible applicants include any organization, and all installations must be located in Michigan. Proposals are accepted on a rolling basis until funds are exhausted, so early action is key.

What Costs Are Covered?

The Clean Fuel & Charging Infrastructure Program offers a comprehensive suite of funding support that makes EV charging deployment far more accessible for multifamily housing providers. Here’s a breakdown of what the grant will cover:

  • Installation/Construction: Funding can be used to support the physical installation and construction work required to deploy EV chargers. This includes labor, materials, site preparation, permitting, and any modifications necessary to ensure secure, accessible installations.
  • Utility Make-Ready Infrastructure: Projects can apply funds toward utility coordination and infrastructure upgrades to make the site EV-ready. This may include transformer upgrades, panel work, conduit runs, or other electrical modifications required by the utility provider to support charging loads.

  • Hardware/Software: The grant covers the cost of Level 2 AC EV charging stations and associated on-going software platforms. Chargers must meet specific technical standards and be certified by a Nationally Recognized Testing Laboratory (NRTL) to ensure reliability and safety. (Note, SWTCH Chargers are eligible for funding)
  • Operations & Maintenance (O&M): To ensure long-term performance and compliance with the program’s uptime requirements, eligible costs include O&M contracts that cover preventive maintenance, routine inspections, repair work, and service management. (Note, SWTCH Care+ O&M service would be eligible for funding )
  • Networking & Data Plans: The program also covers networking solutions that enable remote monitoring, uptime tracking, and user billing, all to ensure chargers stay connected and compliant. This includes ongoing data plan costs needed to maintain connectivity with the charging network. By supporting both upfront capital and long-term operational needs, the program significantly lowers the barrier to EV infrastructure adoption in multifamily communities.

How to Apply

Applications must be submitted online with a detailed scope, timeline, budget, utility coordination (including a “Will Serve Letter”), and a plan to prevent non-EV tenants from bearing electricity cost burdens. All installations must be completed and funds expended by September 30, 2027.
