What Is the Écorecharge Program?
Écorecharge is a Quebec government financial assistance program designed to accelerate the installation of electric vehicle charging in multifamily residential buildings. Unlike programs that offer a single rebate, Écorecharge supports three distinct phases of a charging project — from initial planning through electrical upgrades to charger installation — each with its own dedicated funding stream.
For multifamily property owners, this means you can get financial help at every stage of the process, whether you’re just starting to explore your options or you’re ready to install stations tomorrow.
Available Funding for Multifamily Properties
Écorecharge offers three separate incentives that can be combined for the same building:
1. Charging Solution Analysis — Up to $5,000
Before committing to any hardware, you can hire an external consultant to assess your building’s electrical capacity, evaluate charging solutions, and optimize energy costs. The program covers 75% of eligible professional service fees, up to $5,000 per building.
Covered services include:
- Design of charging solutions for residents
- Energy assessment and cost optimization
- Analysis of existing electrical infrastructure
- Feasibility and equipment optimization studies
The consultant must be employed by an organization with an establishment in Quebec.
2. Electrical Infrastructure Upgrades — Up to $120,000
This is the largest incentive and covers the make-ready work needed to prepare your building’s electrical system for chargers. The program covers 50% of eligible expenses, up to $120,000 per building.
Two levels of upgrade work are supported:
- Partial installation (“EV Capable”): Junction boxes, conduits, and panel oversizing are installed so that cables and chargers can be added later.
- Complete installation (“EV Ready”): Full wiring, panel modifications, breakers, and cables are installed so chargers can be connected directly to designated parking spaces.
Each parking space is eligible for funding under one tier only. If a space receives assistance to become EV Capable, it cannot later receive additional funding to upgrade to EV Ready, so it’s worth deciding upfront which level makes sense for each space.
The project must cover at least 50% of the parking spaces reserved for residents. For projects covering 100% of spaces, expenses can be submitted in two phases, as long as the first phase covers at least 50%.
A transition period applies to projects already under way when the new program took effect. If your installation work was in progress on March 17, 2026 and is completed no later than July 17, 2026, your project may qualify for funding even if it doesn’t meet the 50% threshold.
3. Charging Station Installation — $600 per Station
Once your infrastructure is in place, the program provides a flat-rate incentive of $600 per installed charging station (or per charging port, for multi-port units). Stations may be purchased or leased on a long-term basis (minimum 36 months).
Note that the $600 covers the acquisition cost of the charging station itself. Installation and connection work are not eligible expenses under this stream of the program.

Eligibility Requirements
Who Can Apply?
Applications can be submitted by:
- An individual who owns a multifamily building (must reside in Quebec)
- A business entity: property developer, property manager, building owner, or condo syndicate (must operate and have an establishment in Quebec)
Note: Applicants cannot be represented by a third party for the submission and processing of their application.
Eligible Buildings
Your building must meet these criteria:
- Contains three or more dwelling units
- Used for residential or mixed-use purposes (e.g., residential and commercial)
- Provides parking spaces in a common area
- Located in Quebec
Special Eligibility Rules for Infrastructure Upgrades
Building age matters for the electrical infrastructure upgrade component:
- Triplexes and quadruplexes must have been built before October 1, 2018.
- Buildings with five or more units built after September 26, 2026, will not be eligible for infrastructure upgrade funding, as Quebec’s updated Construction Code will require new buildings of that size to include basic EV charging infrastructure in parking areas.
Charging Station Requirements
- Must be Level 2 stations, compatible with 208V or 240V AC
- Must be new (used or demonstration units are not eligible)
- Must be purchased from a Canadian retailer
- Must appear on the program’s list of eligible charging station models
- As of April 1, 2026, only connected (“smart”) charging stations are eligible
- Each station must cost at least $600 before taxes
- Stations must be kept in service for a minimum of 36 months
Usage Requirements
- Subsidized stations must be reserved for residents of the building and their visitors
- Stations intended to serve customers of commercial businesses in the building are not eligible
- Residents do not need to already own an EV for the project to qualify
The Application Process
Each of the three project types follows a similar process:

- Complete eligible work — All eligible expenses must be incurred before submitting your application. For infrastructure upgrades covering 100% of spaces, you may submit in two phases.

- Receive payment — Financial assistance is paid in a single lump sum once your application is approved.

For a charging solution analysis:
- Invoice for the analysis, broken down by hourly rate or area of activity
- The completed feasibility analysis report
For an electrical infrastructure upgrade:
- Invoice for the work, with a breakdown of material and labour costs
- Proof of the number of private dwelling units in the building
For charging station installation:
- Invoice for the stations, showing unit cost (before taxes) for each
- For leased stations: a copy of the lease agreement (minimum 36 months) and proof of payments made
- Invoice for installation work, with material and labour cost breakdown
- Photos of all installed stations, the building, parking areas, and any new electrical infrastructure
- Proof of the number of private dwelling units
All invoices and proof of payment must be in the name of the applicant.
Why Act Now: Timing Considerations
The Écorecharge program took effect on March 17, 2026, replacing the previous Roulez vert program. Some expenses dating back to January 1, 2024 may also qualify, provided the project was already underway and includes the acquisition of charging stations. However, expenses incurred during the Roulez vert suspension period (February 1 to March 31, 2025) are not eligible.
