Unlock $150k for EV Charging with Manitoba’s Climate Action Fund (CAF)

The Manitoba Climate Action Fund (CAF) is a new initiative to enhance EV charging infrastructure across Manitoba, providing up to $150,000 in funding to recipients. By addressing gaps in existing EV charging infrastructure, the program aims to support Manitoba’s sustainability goals while offering financial relief to property managers.

What is the Climate Action Fund, and what funding does it offer?

The Climate Action Fund provides financial assistance to organizations installing EV charging infrastructure. The program contributes up to 50% of total project costs, with funding amounts ranging from $5,000 to $100,000 per charger. The maximum grant available is $150,000 per applicant. 

Eligible projects must align with one or more of the fund’s three priorities:

  1. Reducing greenhouse gas emissions in Manitoba.
  2. Supporting enhanced resiliency to the impacts of a changing climate.
  3. Increasing affordable and clean energy technologies in Manitoba.

Eligibility Requirements

Both applicants and projects must meet specific criteria to qualify for the CAF. Eligible applicants include: 

  • Incorporated non-profit organizations
  • Academic or educational institutions
  • Manitoba municipalities
  • Northern Affairs Communities
  • Indigenous communities or organizations
  • Businesses, including Social Enterprise Businesses (Business must be registered with the Province of Manitoba)

Note that applicants must have had active and established operations in Manitoba for at least one year before applying.

Projects must involve new installations or expansions of existing EV charging infrastructure and be implemented in Manitoba. They must also be distinct from initiatives already receiving provincial funding and align with at least one program priority.

EV Charger Requirements

For EV chargers installed on multifamily properties, the charging stations must:

  • Be installed in a safe and accessible area for tenants
  • Be located on owned or leased property
  • Be permanent, hard-wired, and mounted or fixed
  • Use new, CSA-approved, and commercially available hardware
  • Connect to a network and be compatible with most EVs
  • Adhere to all applicable laws, building codes, and accessibility standards
  • Be installed after December 1, 2024 and before March 31, 2026

Funding Levels for multifamily Chargers: 

Type of charger Maximum funding amount
Level 2 (3.3 kW-19 kW) $5,000 per charger
Level 3 (DCFC) (20 kW-49 kW) $15,000 per charger

How to Apply & Deadlines

Applications are due by noon (CDT) on January 20, 2025. Follow these steps to apply:

  1. Online Submission: Submit your application through the Manitoba Grants Online portal.
  2. Documentation: Include key supporting documents, such as project plans and proof of eligible expenditures, and partnership letters.
  3. Evaluation: Applications are reviewed for alignment with fund priorities, project viability, and organizational capacity.

Qualities of a good application to the Climate Action Fund

Beyond meeting the mandatory criteria for consideration, the CAF application guidelines lay out a number of qualities that can improve the odds of a given project being selected for funding.

Your application will be assessed, in part, on how well it can communicate:

Benefits:

  • Overall project deliverables, including workshops, climate resiliency plans, hazard and risk assessment, stationary equipment retrofits, etc.
  • Intended outcomes that are specific, measurable, achievable, and time-based. Examples could include reduced greenhouse gas emissions, improved climate resiliency and preparedness for your community, etc.
  • How your project will foster partnerships and/or collaboration with local organizations.

Viability: 

  • That this funding, other funding, and the various technical and human resources. involved in your project will be sufficient to complete your project on time.
  • The scope of your project, including a detailed workplan with clear milestones and deliverables.
  • Potential risks to your project and your plan to monitor and mitigate these risks.

Organizational capacity and funding:

  • Your organization’s ability to successfully complete the project.
  • Your project leader’s demonstrated ability to oversee the completion of the project.
  • How your project will demonstrate a high return on investment.
